CORONAVIRUS/Taiwan to donate domestic COVID-19 vaccines to Somaliland

Taiwan announced Tuesday that it will donate 150,000 doses of the domestically developed Medigen COVID-19 vaccine to Somaliland, as part of its continued assistance to the self-governing East African state in combating the pandemic.

The pledge was made after both sides signed an agreement on the vaccine donation on Monday in Somaliland, according to a Ministry of Foreign Affairs (MOFA) press release.

MOFA said the donation is to be made as Africa faces a huge wave of Omicron variant COVID-19 cases.

According to MOFA, the health authorities in Somaliland have recently granted emergency use authorization (EUA) to the Medigen vaccine.

Medigen is the only domestically developed COVID-19 vaccine that has received EUA from Taiwan’s Food and Drug Administration, and its rollout in Taiwan began on Aug. 23.

So far, no other country has granted EUA to Medigen.

Medigen’s COVID-19 vaccine is currently undergoing clinical trials in Paraguay, and has also been chosen to take part in the Solidarity Trial Vaccines platform, an international clinical trial platform co-launched by the World Health Organization.

Somaliland declared independence from Somalia in 1991 after years of conflict. It has offices in about a dozen countries, according to its foreign ministry’s website, but does not have formal diplomatic relations with any nation.

In February 2020, Taiwan and Somaliland signed an agreement to establish reciprocal representative offices. Taipei opened its office in Somaliland on Aug. 17 that year, while Somaliland opened its office in Taipei the following month on Sept. 9.

Biden signs annual defense bill suggesting Taiwan RIMPAC invite

United States President Joe Biden signed an annual defense bill into law Monday with provisions aimed at improving Taiwan’s asymmetric capabilities and enhancing defense and security cooperation, including possibly inviting Taiwan to the Rim of the Pacific Exercise (RIMPAC).

Biden signed the National Defense Authorization Act (NDAA) for Fiscal Year 2022, which authorizes US$770 billion in funding for the Defense Department. The bill includes provisions related to Taiwan from section 1246 to 1249, according to the text of the bill released.

The bill asks Washington to continue supporting the “development of capable, ready, and modern defense forces necessary for Taiwan to maintain a sufficient self-defense capability.”

This extends to conducting practical training and military exercises with Taiwan, with 2022’s RIMPAC exercise mentioned specifically.

RIMPAC, hosted every two years by the U.S. Pacific Fleet near Hawaii, is the world’s largest international maritime military exercise. Taiwan has never been invited to participate in the exercise before.

In addition, the bill calls on the U.S. secretary of defense to perform an annual assessment of matters related to Taiwan, including intelligence matters, Taiwan’s asymmetric defensive capabilities, and how defensive shortcomings or vulnerabilities of Taiwan could be mitigated through cooperation.

The bill also recommends that the secretary of defense provide the congressional defense committees with a briefing before Feb. 15, 2022, on the feasibility and advisability of enhanced cooperation between the National Guard and Taiwan.

In response, Taiwan’s representative office in the U.S. expressed gratitude to the Biden Administration and the Congress “for their staunch support in ensuring peace and stability across the Taiwan Strait and in the Indo-Pacific region.”

The NDAA is the name for each of a series of U.S. federal laws specifying the annual budget and expenditures of the Department of Defense. The first NDAA was passed in 1961.

The authorization bill is the jurisdiction of the Senate Armed Services Committee and the House Armed Services Committee. It determines the agencies responsible for defense, establishes recommended funding levels, and sets the policies under which money will be spent.

Court orders drunk driver who killed 1, injured 3 to be detained

A district court has ruled that a drunk driver who plowed into a family of four on a crosswalk in Kaohsiung on Sunday, killing one and injuring three, must be held in detention but not incommunicado.

The Kaohsiung District Court ruled at midnight Monday that the 38-year-old man, identified by his surname Huang (?), be detained for driving under the influence resulting in death and offenses against public safety, after having received a request earlier that night from the prosecutors office.

After interrogating Huang, the Kaohsiung District Prosecutors Office decided to submit a request for his detention to the court for oblique criminal intent for homicide and suspicion of having committed homicide offenses stipulated in the Criminal Code, according to an announcement made by the prosecutors office at 8:30 p.m. on Monday.

In addition, the prosecutors considered him a flight risk who might also engage in collusion.

The district court then determined that there was insufficient proof from the prosecutors indicating that Huang would collude with others in making false confessions or destroy evidence.

As a result, it ruled that Huang must be held in detention but not incommunicado, the court said, noting that Huang’s detention will ensure that the investigation and trial will proceed as required.

Huang drove into the family of four with his BMW sedan as they were on a zebra crossing at the intersection of Hedong Road and Guomin Street in the southern Taiwan city’s Cianjin District on Sunday evening.

A 37-year-old woman surnamed Fan (?) lost her vital signs at the scene and was later declared dead upon arrival at the hospital. Her 45-year old husband and two daughters, aged 15 and 13, all suffered serious injuries and are still in intensive care.

Huang was tested for alcohol and found to have a blood alcohol level of 1.24 milligrams per liter (mg/l), about five times the legal limit of 0.25mg/l.

Huang had two prior DUIs in 2006 and 2009, respectively, with both incidents resulting in no injuries. He was driving without a license when the accident took place on Sunday, according to Kaohsiung police.

Warmer weather forecast for Tuesday as cold air mass weakens

The temperature will rise across Taiwan on Tuesday as a cold air mass hovering over the island weakens, the Central Weather Bureau (CWB) said, predicting mostly cloudy and sunny weather across the nation during the day.

Daytime highs will be at 19-20 degrees Celsius on Tuesday in the areas north of Miaoli County, as well as Yilan County in the northeast; 21-22 degrees in Taichung, Changhua County, Nantou County, Yulin County, Chiayi County, and Tainan; and 23-25 degrees in Kaohsiung, Pingtung County, and Taitung County, the CWB forecast.

However, windward parts in northern and eastern Taiwan will see sporadic rains, with intermittent rains expected on mountains in central and southern Taiwan, the weather bureau said.

Due to the effect of the continental cold air mass, Yilan and areas north of Tainan recorded temperatures of 11-13 degrees on early Tuesday morning, with 14-17 degrees in the rest of the country, the CWB said.

Meanwhile, Wu Der-rong (???), a meteorologist and adjunct associate professor of atmospheric sciences at National Central University, predicted there will be another wave of cold but less moist air to come between Dec. 30 and Jan. 1.

Because of that, temperatures in low-lying areas across Taiwan will be as low as 13-15 degrees on New Year’s Eve and New Year’s Day, with clouds in eastern Taiwan expected to affect sunrise viewing activities on the first day of 2022, Wu said.
