National Day fireworks in Kaohsiung to allow only 20,000 spectators

The National Day fireworks show, which will be held in Kaohsiung for the first time in 20 years, will be limited to only 20,000 on-site spectators, according to the event’s preparatory committee on Thursday.

The celebrations, to be held Oct. 10, take into consideration the government’s COVID-19 regulations and will be adjusted in line with any new protocols issued by the Central Epidemic Command Center (CECC), Kaohsiung Mayor Chen Chi-mai (???) said at a press briefing.

The number of spectators has been downgraded from the original plan, which anticipated 690,000 people, Chen said, indicating that members of the public wishing to attend the show have to sign up online to enter a draw.

However, if there is a sudden spike in community transmissions of unknown origin ahead of the event, the show could still be canceled, Chen added.

The celebrations will be held on a 35-hectare plot of land at the edge of Kaohsiung Port, according to the committee responsible for planning and organizing the 2021 National Day fireworks show in the southern Taiwanese city.

Different viewing stages will be set up at the site for spectators to watch the fireworks display, including at Pier-2 Art Center and the Kaohsiung Music Center, the committee said.

Attendees will, however, be required to wear face masks at all times, and eating will not be allowed, it added.

The last time the event was held in Kaohsiung was in 2000, the first time the fireworks display was ever held outside Taipei, Chen wrote on his Facebook page in March.

StarLux Airlines launches maiden flight to Singapore

Taiwan’s newest carrier Starlux Airlines launched its maiden flight to Singapore on Thursday, as part of its expansion efforts in Southeast Asia.

Starlux Flight JX731, carrying 12 passengers and four tons of freight, was given a water cannon salute as it departed Taiwan Taoyuan International Airport at 9:20 a.m.

The launch ceremony also featured the mascot Merli, which was created by the Singapore Tourism Board to build a stronger emotional connection with the public and promote brand awareness of the country.

Two of the passengers on the maiden flight said they chose to fly with Starlux because of the viral reports of its high-quality service.

In the initial stage, Starlux said, it will operate two round-trip flights per week — on Tuesdays and Thursdays — to Singapore, using its Airbus A321neo aircraft.

Starting in October, it will also fly on Saturdays on the route, the airline said, adding that it will adjust its flight schedule on a rolling basis, depending on demand.

Singapore has now become Starlux’s 10th destination, since the Taipei-based airline launched its inaugural flight in January 2020. The other routes are to Macau, Penang, Bangkok, Tokyo, Osaka, Kuala Lumpur, Ho Chi Minh City, Manila and Danang.

Currently, passengers who have spent at least 21 days in Taiwan prior to their departure for Singapore are not required to quarantine on arrival, once they apply in advance for an Air Travel Pass and they test negative for COVID-19 on arrival.

CORONAVIRUS/Taiwan eases quarantine rules for visitors from Peru, Bangladesh and Brazil

Visitors arriving in Taiwan from Peru, Bangladesh, and Brazil will no longer be required to quarantine at a government center from Sept. 25, and can instead choose to quarantine at hotels, the Central Epidemic Command Center (CECC) said Thursday.

The change is because the three countries will no longer be listed as “key high-risk countries,” as their COVID-19 case numbers have continued to fall, the CECC said.

Also, no travelers from the three nations to Taiwan have been confirmed to be infected with variants of the coronavirus in the past two months, the CECC said.

The revised classification will allow travelers from the three countries more choice in where they carry out the mandatory 14-day quarantine, though they will now be required to pay for their accommodation.

Currently, Taiwan requires travelers who have been to or transited through “key high-risk countries” in the last 14 days before entering Taiwan to quarantine at a government-designated facility. They can stay at the facility for free.

Countries included on the “key high-risk countries” list are India, the United Kingdom, Israel, Indonesia and Myanmar.

Travelers from other countries can choose to stay at a government quarantine facility as well, though they will have to pay NT$2,000 (US$72) per night, or at an authorized quarantine hotel.

All travelers, regardless of where they are arriving from, have to undergo three COVID-19 tests: two polymerase chain reaction (PCR) tests at the beginning and end of the quarantine period, and a COVID-19 antigen rapid test between the 10th and 12th day of their quarantine, according to the CECC.

CORONAVIRUS/Taiwan vaccine maker plans to conduct Phase 3 clinical trial in Europe

Taiwan-based vaccine maker Medigen will conduct a Phase 3 clinical trial for its COVID-19 vaccine in Europe once it has received approval from European authorities, which would help pave the way for its entry into European and other international markets, the company announced Wednesday.

In a statement, Medigen said its board of directors has approved the proposal to conduct a trial that will feature less than 4,000 participants in total in multiple countries in Europe through immunobridging to compare the Medigen vaccine’s overall level of protection with that of existing COVID-19 vaccines.

The decision to conduct Phase 3 clinical trials for its vaccine was made after consulting with the European Medicines Agency (EMA).

The company will soon make an official application to the EMA to launch the trials.

Once it has gained approval, the multinational trial is scheduled to be launched in October or November at the earliest with results expected to be released in the first quarter of 2022, the company added.

Meanwhile, Medigen is also conducting a Phase 3 clinical trial for its vaccine in Paraguay, with the aim of collecting Phase 3 clinical trial result data so that its vaccine can be used in Paraguay and potentially the whole of Latin America in the future.

Though there has been some doubt over whether immunobridging studies can be used to authorize a COVID-19 vaccine, Medigen said countries like Japan, South Korea, and United Kingdom have been conducting vaccine clinical trials based on the method instead of going through traditional placebo-controlled disease endpoint trials.

The members of the Access Consortium, a medium-sized coalition of regulatory authorities including those from the U.K., Australia, Canada, Singapore, and Switzerland, also said in a statement earlier this month that it agreed that “well-justified and appropriately designed” immunobridging studies are an acceptable approach for authorizing COVID-19 vaccines, according to Medigen.

Medigen is the only domestic company so far to have received emergency use authorization (EUA) in Taiwan for its COVID-19 vaccine, which has been administered in Taiwan since August.

Whereas Keynes’s proposals were for an International Clearing Union and Bancor that were managed by organizations, WM’s System (a de-facto International Clearing Union) and TUV (a de-facto “Bancor”) are directly available to ordinary people worldwide.

TUVs can be created from any Smart Phone or Pre-Smart Mobile Phone, and then used for transfers, payments or other transactions worldwide between Members on the WM System. Their value can also be converted to and among any of the world’s Reserve Currencies.

In concluding his review of the WM System and the TUV Digital Currency, Professor Kregel concluded that the WM and TUV had the capacity to reform aspects of the current Global Financial System.

With the advent of the TUV, countries and entities seeking to produce their own CBDCs have a fully operational and real-world blueprint of how to proceed – unless they start to use the TUV themselves.
