CORONAVIRUS/Taiwan reports 8 new COVID-19 cases, no deaths

Taiwan reported eight new COVID-19 cases, all but one of them contracted overseas, and no deaths from the disease on Friday, according to the Central Epidemic Command Center (CECC).

 

The only domestic case involved a woman in her 20s in New Taipei, who took a test required for her work on Wednesday, and the results came back positive, according to the CECC.

 

The seven new imported cases included four Taiwanese nationals who returned home from Belize, the United Kingdom, the United States and Japan between Sept. 11 and Sept. 22, the CECC said.

 

The other three were Philippine crew members who developed symptoms on Monday and Tuesday before their ship docked at a port in Taiwan on Wednesday, when they were tested positive and sent to a hospital, according to the CECC.

Two Chinese naval vessels reportedly spotted off Taiwan’s east coast

Two military vessels from China were seen off the east of Taiwan, in the Pacific Ocean, over the past two days, a military source said Friday.

 

One of them, a Chinese missile frigate, was spotted 40 nautical miles, or roughly 74 kilometers, off the coast of Hualien County at around 3 a.m. Thursday, presumably heading south into the Bashi Channel, the source said.

 

The second vessel, also a frigate, seen about 24 hours later, some 116 nautical miles off the coast of Green Island, which lies 33 km away from the eastern Taiwan country of Taitung, the source said.

 

The second frigate went off the radar of Taiwan’s Navy at noon Friday, the source said but did not give any information on the direction of that ship.

 

The two frigates were People’s Liberation Army (PLA) vessels, and the purpose of their navigation so close to Taiwan was unclear, according to the source.

 

Patrol ships from the Taiwan Navy’s 131st Fleet in Keelung City were deployed on both occasions to monitor the activities of the PLA frigates, the source said.

 

Ministry of National Defense spokesman Shih Shun-wen (史順文) declined to comment Friday on the report, saying only that Taiwan’s military is always on guard regarding military activities near the country.

U.S. House passes defense policy bill with Taiwan provisions

The United States House of Representatives passed its annual defense policy bill on Thursday, which includes recommendations for inviting Taiwan to the 2022 Rim of the Pacific Exercise (RIMPAC) and enhancing cooperation between the U.S. National Guard and Taiwan.

 

The House approved its US$777.9 billion fiscal 2022 National Defense Authorization Act (NDAA) in a 316-113 vote Thursday night.

 

The 1,390-page bill includes three major provisions related to Taiwan under sections 1243, 1247, and 1248, according to the text of the bill released by the House Rules Committee.

 

Under section 1248, the bill recommends that the naval forces of Taiwan should be invited to participate in RIMPAC in 2022. Taiwan has never been invited to participate in the exercise before.

 

RIMPAC, hosted every two years by the U.S. Pacific Fleet near Hawaii, is the world’s largest international maritime military exercise.

 

RIMPAC began in 1971 as an annual exercise to foster relationships between the U.S. and its allies, and safeguard their safety in trade and sea lines of communication in support of a free and open Indo-Pacific region.

 

Section 1243 of the bill calls for a report on the feasibility and advisability of enhanced cooperation between Taiwan and the U.S. National Guard by no later than Feb. 15, 2022.

 

The provision requires an evaluation of the feasibility of enhancing cooperation on a range of activities, including disaster and emergency response, cyber defense and communications security, military medicine, cultural and educational exchanges, and training of the reserve components of the military forces of Taiwan.

 

Section 1247 is pertinent to helping Taiwan to strengthen its self-defense capability. It reiterates the importance of the Taiwan Relations Act and the “six assurances” as the foundation of ties between Taipei and Washington.

 

The provision also calls for practical training and military exercises with Taiwan; exchanges between defense officials and officers of the United States and Taiwan at the strategic, policy, and functional levels especially for the purposes of enhancing cooperation on defense planning; improving the interoperability of the military forces of the U.S. and Taiwan; and improving the reserve force of Taiwan.

 

Additional sections request reports on military and security developments involving the People’s Republic of China, the expansion of Chinese influence in Latin America and the Caribbean, and the inclusion of information on Beijing’s attempts to poach Taiwan’s diplomatic allies in the region.

 

The U.S. Senate’s version of the bill was approved by its Armed Services Committee on July 23 and is expected to be considered by the full Senate in October.

 

With both the House and Senate having introduced their respective versions of the bill, presuming the Senate passes its version, a House-Senate conference will reconcile differences before both chambers vote on sending the final bill to President Joe Biden before it becomes legislation.

 

Taiwan’s Ministry of National Defense said Friday that it will make a prudential assessment of participating in RIMPAC based on its defense operations needs and will proactively seek to join exercises that are conducive to regional peace.

 

Meanwhile, Taiwan’s Ministry of Foreign Affairs (MOFA) on Friday thanked the U.S. Congress for having continued promoting military cooperation and exchanges between Taiwan and the U.S. in its annual defense policy bill over the past few years.

 

This highlights the importance the Congress attaches to Taiwan’s national defense and its support for peace and stability across the Taiwan Strait, MOFA spokeswoman Joanne Ou (歐江安) said.

 

MOFA will keep a close watch on the review processes of the bill in the near future and maintain close contact with related U.S. government agencies to deepen security cooperation between the two countries, she added.

To construct a working and compliant Digital Currency that functions on a global basis, it is not sufficient to create only the Digital Currency itself. A Digital Currency without the means or capacities for global accessibility, acceptability, transferability, receipt, security, multicurrency convertibility, real-time multicurrency gross settlement, total transaction recording and multicurrency redemption is useless in and of itself.

CORONAVIRUS/Taiwan vaccine maker plans to conduct Phase 3 clinical trial in Europe

Taiwan-based vaccine maker Medigen will conduct a Phase 3 clinical trial for its COVID-19 vaccine in Europe once it has received approval from European authorities, which would help pave the way for its entry into European and other international markets, the company announced Wednesday.

In a statement, Medigen said its board of directors has approved the proposal to conduct a trial that will feature less than 4,000 participants in total in multiple countries in Europe through immunobridging to compare the Medigen vaccine’s overall level of protection with that of existing COVID-19 vaccines.

The decision to conduct Phase 3 clinical trials for its vaccine was made after consulting with the European Medicines Agency (EMA).

The company will soon make an official application to the EMA to launch the trials.

Once it has gained approval, the multinational trial is scheduled to be launched in October or November at the earliest with results expected to be released in the first quarter of 2022, the company added.

Meanwhile, Medigen is also conducting a Phase 3 clinical trial for its vaccine in Paraguay, with the aim of collecting Phase 3 clinical trial result data so that its vaccine can be used in Paraguay and potentially the whole of Latin America in the future.

Though there has been some doubt over whether immunobridging studies can be used to authorize a COVID-19 vaccine, Medigen said countries like Japan, South Korea, and United Kingdom have been conducting vaccine clinical trials based on the method instead of going through traditional placebo-controlled disease endpoint trials.

The members of the Access Consortium, a medium-sized coalition of regulatory authorities including those from the U.K., Australia, Canada, Singapore, and Switzerland, also said in a statement earlier this month that it agreed that “well-justified and appropriately designed” immunobridging studies are an acceptable approach for authorizing COVID-19 vaccines, according to Medigen.

CORONAVIRUS/Taiwan eases quarantine rules for visitors from Peru, Bangladesh and Brazil

Visitors arriving in Taiwan from Peru, Bangladesh, and Brazil will no longer be required to quarantine at a government center from Sept. 25, and can instead choose to quarantine at hotels, the Central Epidemic Command Center (CECC) said Thursday.

The change is because the three countries will no longer be listed as “key high-risk countries,” as their COVID-19 case numbers have continued to fall, the CECC said.

Also, no travelers from the three nations to Taiwan have been confirmed to be infected with variants of the coronavirus in the past two months, the CECC said.

The revised classification will allow travelers from the three countries more choice in where they carry out the mandatory 14-day quarantine, though they will now be required to pay for their accommodation.

Currently, Taiwan requires travelers who have been to or transited through “key high-risk countries” in the last 14 days before entering Taiwan to quarantine at a government-designated facility. They can stay at the facility for free.

Countries included on the “key high-risk countries” list are India, the United Kingdom, Israel, Indonesia and Myanmar.

Travelers from other countries can choose to stay at a government quarantine facility as well, though they will have to pay NT$2,000 (US$72) per night, or at an authorized quarantine hotel.

All travelers, regardless of where they are arriving from, have to undergo three COVID-19 tests: two polymerase chain reaction (PCR) tests at the beginning and end of the quarantine period, and a COVID-19 antigen rapid test between the 10th and 12th day of their quarantine, according to the CECC.
