Premier orders comprehensive inspection of IT protocols at schools

Premier Su Tseng-chang (蘇貞昌) has ordered comprehensive inspection of IT protocols at the Ministry of Education (MOE) and schools around Taiwan following the accidental deletion of student data from the “Study History File” program, Cabinet spokesman Lo Ping-cheng (羅秉成) said Sunday.

 

On Saturday, the portfolios and study histories of more than 7,800 high school students, which are stored virtually in a centralized data center, were accidentally deleted during a recent system update.

 

A total of 7,854 students from 81 high schools have been affected, according to the MOE.

 

Lo said that upon learning the accident, Su instructed the ministry to rectify the situation and ordered the establishment of a cyber security taskforce to inspect the IT protocols of all education-related agencies.

 

Since the mistake was made by a research team at National Chi Nan University (NCNU), which the MOE contracted to design and develop the system, how to determine the NCNU’s liability for the problem should be done based on the contract, Lo said, citing Su’s instruction.

 

The Study History File program was designed to provide high school seniors with an easier way to prepare for college applications under a newly proposed MOE university admissions system that is scheduled to be introduced in 2022.

 

Through the program, the records of high school students, including extracurricular activities and study grades from each semester are consolidated in a format similar to a personal resume. As a result, the information and grades of each student can be browsed by the nation’s universities when considering admissions.

 

In response to the incident, the MOE held a virtual press conference on Sunday to explain the situation.

 

The project manager of the contract, Joshua Hong (洪政欣), explained that for security reasons, the NCNU team had been transferring student files from one workstation to a better protected one since Sept. 5.

 

However, three of the virtual mainframes were placed on the wrong settings, causing the files to be deleted on Sept. 22. when the mainframes were turned back on, he said.

 

Hong, who is also a computer science and information engineering professor at NCNU, said that a total of 25,210 files submitted by 7,854 students from 81 schools were involved.

 

He pointed out that the deleted files contain learning results from academic syllabuses and extracurricular activities from the second semester of the 2020 school year. Basic information and course records were not deleted, he said.

 

Peng Fu-yuan (彭富源), director-general of the K-12 Education Administration which oversees the program, said that schools affected by the mistake will receive an inventory of the deleted files, so students can cross-reference them and see which information needs to be re-upload.

 

For results that have already been authenticated, students need to re-upload the files and have them validated by the system to rebuild their portfolio. Where there are validation discrepancies, faculties should help students rebuild their portfolios before they can be resubmitted, according to Peng.

 

Teachers who have to work overtime with students will be financially compensated, he said, adding that the administration will designate personnel to assist schools and students re-upload files.

 

During the press event, Education Minister Pan Wen-chung (潘文忠) said that while the mistake was made by NCNU personnel, the K-12 Education Administration would also be subject to disciplinary action to ensure no similar incidents happen in the future.

Four receipts win NT$10 million prize in July-August lottery

A total of four uniform invoices issued in July and August had the winning serial number drawn Saturday in the bimonthly lottery draw for the top prize of NT$10 million (US$359,912), according to the vendors that issued the invoices.

 

The winning number for the NT$10 million special prize drawn in the July-August uniform lottery is 52604932, according to the Ministry of Finance.

 

The 7-Eleven chain in Taiwan said Friday that three of the four invoices were issued for purchases at its convenience stores, and the lowest amount was NT$28.

 

Meanwhile, the PX Mart supermarket chain said the other top prize-winning invoice was for a purchase made at one of its outlets in Kaohsiung, which was NT$64 for green tea drinks.

 

The ministry will release lists of details about the invoices that won the special and grand prizes around one week after the lottery is drawn.

 

Besides the special prize, the winning number for the NT$2 million grand prize is 20102509, while the three numbers qualifying for the first prizes of NT$200,000 are 39173725, 34997398 and 98953723.

 

Invoices that match the last seven digits of the first-prize numbers win NT$40,000 and those with invoices that match the last six digits win NT$10,000.

 

Other prizes are NT$4,000 for invoices with the last five digits of the first-prize numbers, NT$1,000 for invoices with the last four digits, and NT$200 for invoices with the last three digits.

 

An additional prize of NT$200 will go to holders of invoices ending with the three-digit combination 634.

In the latest lottery draw, the ministry added 100,000 new NT$800 prizes, apart from 30 NT$1 million prizes, 16,000 NT$2,000 prizes, and 1 million NT$500 prizes.

 

People can check the winning numbers on mobile phone apps they use for digitally stored invoices, or on the government’s E-Invoice website from Sept. 28.

 

According to the ministry, the amount of digitally stored e-invoices, which are meant to reduce the use of paper, has grown from 31 percent of all e-invoices in late 2020 to 40 percent as of the end of July.

 

For prizes of up to NT$40,000, invoices can be redeemed at credit cooperatives across the nation, while First Commercial Bank, Chang Hwa Bank, and the Agricultural Bank of Taiwan Corporation offer cash redemptions for all prizes, including those larger than NT$200,000.

 

The uniform invoice lottery system, which draws winning numbers every two months, was created to encourage consumers to collect their sales invoices as part of the ministry’s efforts to ensure the collection of a 5-percent tax for each business transaction.

KMT lawmaker to propose naturalization residence rule amendment

An opposition lawmaker on Sunday said she plans to propose amending existing continuous residence requirements in Taiwan to make it easier for foreign professionals to become Republic of China (Taiwan) citizens.

 

Currently, Article 3 of the Nationality Act stipulates that a foreign national can apply for naturalization to become a citizen if he or she has legally resided in the country for more than 183 days a year for five consecutive years.

 

Kuomintang Legislator Wan Mei-ling (萬美玲) argues that this rule is one of the main reasons few foreign professionals choose to become ROC citizens, because it is difficult for them to stay in the country most of the year for five straight years.

 

This rule makes it particularly difficult for Taiwan’s national basketball team to use naturalized foreign players, diminishing its competitiveness, as the basketball teams of many Asia countries are increasingly inclined to hire naturalized players from abroad to boost their competitiveness, Wan said.

 

The lawmaker said she will propose that foreign nationals should be able to become an ROC citizen even if they do not meet the continuous residence requirement, as long as they are recommended by a Taiwan government agency and cleared to do so by a panel of specialists convened by the Ministry of Interior.

 

Wan said she believes her planned amendment will help Taiwan to keep foreign talent more long term and enable the national basketball team to compete on the world stage.

 

The national team has been looking for a new naturalized foreign player to replace 38-year-old Quincy Davis.

 

The American-born player became a naturalized citizen of Taiwan in 2013 as a result of which he qualified to play for the Chinese Taipei men’s national basketball team in international competitions.

Taiwan’s Hon Hai to add 20 ‘lighthouse’ factories in 2021

Hon Hai Precision Industry Co., the world’s largest contract electronics maker, plans to add 20 “lighthouse” factories in 2021 to pursue its goal of expanding smart manufacturing.

 

In a virtual SEMICON Taiwan 2021 forum held on Friday, Hon Hai’s chief information officer Kung Pei-yuan (龔培元) said lighthouse factories have become a leading indicator of smart manufacturing and industry 4.0, which is powered by industrial Internet of Things (IIoT) and cyber-physical systems.

 

Kung said Hon Hai, also known as Foxconn on the global market, has intensified its efforts in transform itself by stepping into smart manufacturing, and for this year, the number of its new lighthouse factories is expected to hit 20 after 11 were selected by the World Economic Forum (WEF) last year.

 

In 2020, Kung said, Hon Hai’s 11 production sites named as lighthouse factories were located in China, including the ones in Shenzhen, Guangdong province and Chengdu in Sichuan province.

 

For this year, Kung said, Hon Hai will push for its plants in Wuhan, China’s Hunan province and Zhengzhou of Henan province to be recognized as lighthouse factories by the WEF.

 

In China, Hon Hai owns a broad production network with a workforce of more than 1 million workers and Shenzhen and Chengdu have become Hon Hai’s hubs to roll out iPhones and other gadgets for Apple Inc.

 

In addition to its plants in China’s Wuhan and Zhengzhou, Hon Hai has listed plants located in Taiwan and Vietnam as potential lighthouse factories for 2021, Kung said.

 

In Taiwan, Hon Hai is assisting its subsidiary under the company’s corporate umbrella to file an application with the WEF to include a plant on the global lighthouse list, Kung added in his speech on Hon Hai Digital Transformation and Smart Manufacturing.

 

Kung said Hon Hai has recognized the needs for manufacturing transformation and now it is transforming itself from a labor-intensive production model to a digital production model, which has become the company’s core strategies for future development.

 

Kung said Hon Hai has benefited from its efforts to upgrade its production sites into recognized lighthouse factories as the company as a whole has seen efficiency improving, inventories falling and labor costs reduced.

 

Kung added Hon Hai has introduced to its subsidiaries a standardized production management platform and provided them with the necessary technologies for upgrading their plants into lighthouse factories.

 

Hon Hai Vice Chairman Jay Lee (李傑) has said that because of COVID-19, the global supply chain has been faced with manpower shortages and disruptions in component supplies, but emerging technologies used by lighthouse factories such as AI, IoT, smart systems, and digital systems could help mitigate the problems.

CORONAVIRUS/Taiwan reports five new COVID-19 cases, no deaths

Taiwan reported five new COVID-19 cases, all of which were contracted overseas, and no deaths from the disease on Saturday, according to the Central Epidemic Command Center (CECC).

 

Of the five cases, two were Taiwanese nationals who recently returned from the United Arab Emirates and Bangladesh, while the other three were citizens of the United Kingdom, Ethiopia and the Philippines, the CECC said.

 

They all tested positive for the disease during their mandatory 14-day quarantine in Taiwan.

 

The new cases bring the total in Taiwan to 16,181, of which 14,415 are domestic infections reported since May 15, when the country first recorded more than 100 COVID-19 cases in a single day.

 

No new deaths from the disease were recorded on Saturday, the CECC said.

 

To date, 841 people have died of COVID-19 since the epidemic began.

Taiwan bags bronze in 2021 World Archery Championships

Taiwan’s men’s recurve bow archery team on Friday bagged a bronze medal at the 51st World Archery Championships after shooting out Japan.

 

After a couple of intense rounds on Tuesday and Wednesday, the team returned to the archery facility in Yankton, South Dakota in the U.S. on Friday to compete against Japan for the bronze medal.

 

Led by Wei Chun-heng (魏均珩), who had just won a silver medal with his teammates two months ago in the men’s team archery event at the 2020 Summer Olympics in Japan, Taiwan’s three-men recurve team also included archers Yu Guan-lin (余冠燐) and Hung Cheng-hao (洪晟皓).

 

Recurve archers shoot at a target that is 70 meters away and measures 122cm in diameter.

 

While Taiwan gave Japan its first two points in the first set, losing 55 to 57, the Taiwanese archers were able to hold their ground for the next two sets, going head-to-head with Japan 52 to 52 for one point each in the second set, and tying again in set three, which ended with a tie of 56 to 56.

 

With one loss and two ties, Japan held the upper hand against Taiwan four points to two.

 

On the fourth set, Taiwan fired up to narrowly beat Japan 58 to 57, bringing the total score of both teams to 4 each.

 

Since neither team was able to win a majority of the sets in the five-set round, the fifth set was a one arrow shoot-off between each member of the two teams.

 

During the shoot-off, Taiwan bagged the bronze medal by outshooting Japan 29 to 27.

 

As the highest score on the target is 10 points, the Taiwanese men scored a nearly perfect match, with Wei and Hung both hitting the central 10-ring, which measures a mere 12.2cm in diameter.

 

Continuing with other events until Sunday, the championship is the first of two back-to-back international events to be held in Yankton, which will end the season. The event is also the first to be held in front of a crowd since 2019 as a result of COVID-19 restrictions.

 

Jerry Chang (張詩瑞), director-general of the Taipei Economic and Cultural Office in Denver, was invited by the World Archery Federation to present the men’s team recurve medals to the three medalist teams: Korea, the U.S. and Taiwan.

In the first half of 2021, AKWEL recorded consolidated revenue of €487.6 m, up 26.0% on 2020 and 33.7% at a constant scope and exchange rates, but it is still down nearly 14% compared to the same period of 2019. The Group’s business was adversely affected – like the sector as a whole – by major supply difficulties in commodities and electronic components.

EBITDA reached €64.7 m, up 7.9%, and current operating income more than doubled to €50.0 m. The net income Group share was €38.0 m, up €88.1%.

Free cash flow generation remained strong at €44.4 m compared to €51.5 m in the first half of 2020.

In a context of reduced visibility on market, AKWEL expects at best a slight increase in its activity over the financial year as a whole compared to 2020, but significantly down versus 2019. Operating profitability is expected to decline in 2021, adversely affected by production disruptions and increases in costs related to supply problems.

Pricing of CNH Industrial Capital Canada Ltd. CAD$ 300 million notes
