India’s Tamil Nadu expresses support for Hon Hai investment

Taiwan-based manufacturing giant Hon Hai Precision Industry said on Thursday that the company has obtained a commitment from Tamil Nadu to fully support its investments in the Indian state.

Hon Hai, also known as Foxconn on the global markets, said Liu Young-way (劉揚偉) on Thursday received a delegation from Tamil Nadu, southern India, led by S. Krishnan, additional chief secretary to the state’s Industries Department, at the Taiwanese company’s headquarters in Tucheng District, New Taipei.

In a statement, Hon Hai said the Indian delegation expressed its gratitude to the company for its investment in the Indian state, and pledged to continue its support for any future investments by the firm.

On its Twitter page, Guidance Tamil Nadu, the investment promotion agency of the Government of Tamil Nadu, also said the delegation “elaborately discussed Foxconn’s plans for new ventures and investments, especially in emerging sectors and proffered Government’s complete support to the company in the State.”

According to iPhone assembler Hon Hai, the company has had a foothold in Tamil Nadu for more than a decade.

In early October, Apple Inc. announced that Hon Hai’s production sites in Tamil Nadu have been named part of the U.S. American tech giant’s supplier list for fiscal year 2021 along with the iPhone assembler’s other complexes in China’s Guangdong, Henan, Hubei, Jiangsu, Shaanxi, Sichuan and Zhejiang provinces, Brazil’s Amasonas and Sao Paulo, the U.S. states of California and Texas, and Vietnam’s Bac Giang province.

Indian news media reported in late September that Apple, which accounts for more than 40 percent of Hon Hai’s total sales, confirmed the Taiwanese assembler would start to roll out the iPhone 14s in its plant in Tamil Nadu. Hon Hai assembled earlier versions of the iPhone in the Indian state, the reports said.

The Tamil Nadu delegation arrived in Taiwan on Tuesday. During their stay, they also held a roundtable forum on investment on Wednesday with the Taiwan Technical Textiles Association and the Taiwan Electrical and Electronic Manufacturers’ Association.

In addition, the delegation will visit Taiwanese electronics, electrical engineering, textile, footwear and computer numerical control device suppliers to forge closer industrial cooperation before leaving Taiwan on Sunday.

During the Republic of China (Taiwan) Oct. 10 National Day celebration held by the ROC’s Chennai representative office on Oct. 6, Krishnan said Taiwan is one of the top five foreign investors in Tamil Nadu along with the United States, Japan, South Korea and Singapore.

According to the Chennai office, a total of 25 Taiwanese companies have invested in Tamil Nadu, with their investments in the state to date topping US$2 billion.

TSMC launches 3DFabric Alliance

Taiwan Semiconductor Manufacturing Co. (TSMC) has announced the launch of a scheme to give partner companies early access to 3D silicon stacking and advanced packaging technologies for testing and development purposes.

In a statement, TSMC said the 3DFabric Alliance would give its customers “a head start on their product development.”

According to TSMC, 19 members have joined the 3DFabric Alliance, including Micron Technology, Samsung Memory, SK Hynix, ASE, Siliconware, Amkor, Ibiden and Unimicron.

“3D silicon stacking and advanced packaging technologies open the door to a new era of chip- and system-level innovation,” said L.C. Lu (魯立忠), TSMC fellow and vice president of design and technology platform.

According to Lu, this also requires extensive ecosystem collaboration to help designers navigate the myriad of available options and approaches.

Lu made the remarks Wednesday while announcing the launch of the 3DFabric Alliance at the 2022 Open Innovation Platform (OIP) Ecosystem Forum in Santa Clara, California.

CORONAVIRUS/Taiwan reports 35,702 new COVID-19 cases, 84 deaths

Taiwan reported 35,702 new COVID-19 infections, including 62 imported cases, and 84 deaths from the disease on Thursday, according to the Central Epidemic Command Center (CECC).

The 35,702 new infections represented a 10.4-percent week-on-week drop in the number of cases, according to the CECC.

Despite most localities seeing a visible decline in cases, the CECC said people should continue observing related rules.

With the 35,640 new domestic infections reported on Thursday, Taiwan’s total COVID-19 cases for 2022 reached 7,505,053.

The deaths reported Thursday involved individuals who ranged in age from their 20s to their 90s, the CECC said.

All had underlying health issues, while 28 had not received any vaccine doses against COVID-19, the CECC added.

Moderate and severe cases

On Thursday, the CECC also reported 168 new cases classified as moderate and 86 as severe.

Two of the severe cases involve individuals under the age of 18 who developed multisystem inflammatory syndrome in children (MIS-C), according to the CECC.

One is an unvaccinated 4-year-old boy without underlying chronic issues, while the other is a 15-year-old boy who has gotten three vaccine jabs and had allergic rhinitis and hives, the CECC said.

The CECC added that the 4-year-old boy was in stable condition in hospital while the 15-year-old was discharged after receiving treatment.

Regional breakdown

Regionally, New Taipei recorded the highest number of new COVID-19 infections with 6,149, while Taichung had 4,851, Kaohsiung 4,233, Taoyuan 3,545, Taipei 3,469, and Tainan 3,147, according to the CECC.

Changhua County reported 1,902 cases, Pingtung County 1,180, Yunlin County 871, Hsinchu County 850, Miaoli County 790, Hsinchu City 786, Chiayi County 714, and Nantou County 703.

Yilan County reported 583 cases, Chiayi City 482, Keelung 476, Hualien County 389, Taitung County 245, Kinmen County 157, Penghu County 105, and the Matsu islands 13, according to CECC data.

Taiwan has recorded 7,591,541 COVID-19 cases since the start of the pandemic, including 36,232 classified as imported, and 12,563 deaths from the disease.

Radioactive source for dirty bombs closely monitored: Agency

Institutions that use high-risk radioactive materials in Taiwan are subject to monthly inventory checks regarding safe handling and storage, an Atomic Energy Council (AEC) official said Thursday in an interview with CNA.

This came after the AEC issued a statement on Wednesday to reassure the public that Taiwan has a sound framework to regulate high-risk radioactive source, following media reports on the possibility of dirty bombs — weapons made up of radioactive materials and conventional explosives — being used in the war between Russia and Ukraine.

Of the radioactive sources that would pose a high risk to human health if not managed safely and securely, cobalt-60 (60Co), caesium-137 (Cs-137) and Iridium-192 (Ir-192) are used in Taiwan, Tsai Chin-hsien (蔡親賢), deputy director of the AEC’s Department of Radiation Protection, told CNA on Thursday.

Currently, the three substances are used for processes such as treatment for bacterial or fungal infections, Gamma Knife radiosurgery, irradiation of blood, welding, and calibration at 83 hospitals, companies and academic institutions, Tsai said.

Under Taiwan’s regulatory system on the radioactive source, an importer must present an import license from the AEC to the customs services for inspection before the shipment can go through the customs clearance, Tsai said.

The regulations also apply to the transport and storage of the radioactive materials to protect against potential loss or theft of the substances, he said.

For example, the materials must be stored in a secure manner, such as having an intrusion alarm system and the use of double doors for burglary prevention, he added.

Meanwhile, following an accident in 2011 involving the loss of a load of Ir-192 during transport by a vehicle, the AEC introduced new rules regarding operations associated with movement of the materials, including the use of a device to alert the driver of the host vehicle of any problems that happen to the package, Tsai said.

The package of Ir-192 which was dropped off accidentally during transportation was found intact 10 days later at a metal recycling site, and was the only incident of lost radioactive materials ever recorded in Taiwan, he added.

With a cloud-hosted inventory management system, the AEC is able to verify the high-risk radioactive materials held by the 83 institutions on a monthly basis, Tsai said.

The AEC also dispatches personnel to conduct inspections of the users at any time to ensure that the materials are safely and securely stored, he said.

In addition to 60Co, Cs-137 and Ir-192, Taiwan also imports Uranium-235 (U-235) which is used to generate electricity in nuclear power plants, Tsai said.

According to a report by the Associated Press on Monday, Russia has continued to press its claim that Ukraine is preparing to launch a dirty bomb on its own territory, which Ukraine, the U.S., the U.K. and France, have rejected.

Ukraine also dismissed Moscow’s claim as an attempt to distract attention from the Kremlin’s own alleged plans to detonate a dirty bomb, the report said.

Kaohsiung’s Ambassador Hotel to shut down in January

The Ambassador Hotel Kaohsiung will close its doors in January after more than four decades in business, hotel management said Thursday.

In a statement, the hotel thanked its guests and customers for their patronage over the last 41 years, while announcing plans to renovate and repurpose the property after its closure on Jan. 31, 2023.

“Since opening in 1981, [the Ambassador Hotel] has welcomed many heads of state, politicians and international superstars, while devoting itself to developing Kaohsiung’s tourism sector and creating precious memories for countless domestic and international guests,” the statement read.

After its closure, the riverfront property will be renovated for use as a hotel and hotel-style serviced luxury apartments, the statement said, adding that a similar project is already underway at the Ambassador Taipei, which closed in September.
