Defense chief reiterates call to suspend 2018 inter-Korean military agreement

SEOUL, Defense Minister Shin Won-sik on Monday reiterated his call to suspend the 2018 inter-Korean military tension reduction agreement as he inspected a Marine Corps unit on a border island, his office said.

Shin made the call during his visit to the unit on the northwestern island of Yeonpyeong in the Yellow Sea, citing the agreement’s impact on limiting military drills in the area, according to the ministry.

The Comprehensive Military Agreement, signed under the previous liberal President Moon Jae-in who sought inter-Korean reconciliation, includes setting up maritime buffer zones that ban artillery firing and naval drills.

“I understand that there are considerable difficulties in maintaining a combat readiness posture as firing drills of major weapons have been halted in the northwestern islands,” he was quoted as saying. “(We) will correct this through the suspension of the flawed Sept. 19 agreement.”

Shin, who took office on Oct. 7, has repeatedly made calls to suspend the agreement.

During the visit, the minister also instructed troops to punish the enemy “immediately, strongly, and until the end” in the case of a provocation, the ministry said.

In November 2010, North Korea fired artillery shells at the island, killing two Marines and two civilians.

Senior diplomats of S. Korea, U.S. discuss supply chains, energy

SEOUL, Senior diplomats of South Korea and the United States met Monday and discussed ways to enhance bilateral cooperation on economic security and energy, Seoul’s foreign ministry said.

During their talks, Kang Jae-kwon, deputy foreign minister for economic affairs, and his U.S. counterpart, Emily Blanchard, agreed on the need to maintain close communication at a time when the “global economic environment is becoming unprecedentedly complicated” and the line between diplomacy and economic policy increasingly ambiguous, it added.

The two sides also discussed a wide range of issues, including supply chains, energy, economic cooperation with third countries and cooperation on the multilateral stage, according to the ministry.

Kang called for the U.S. government’s continued “interest and consideration” to ensure a predictable environment for South Korean firms, as the U.S. has implemented policies such as the Inflation Reduction Act and the CHIPS and Science Act.

Blanchard stressed predictability and transparency are critical factors for businesses and voiced expectation that such policies will work to boost the economic capacity of both sides, according to the ministry.

Korean Air to retain Asiana workers after takeover: sources

SEOUL, Korean Air Co. has decided to retain workers of Asiana Airlines Inc. on condition that Asiana agrees to sell its cargo business to win antitrust approval from European Union (EU) regulators for the two carriers’ merger, industry sources said Monday.

According to the sources, Korean Air, the larger of South Korea’s two full-service airlines, plans to seek approval for the decision to retain Asiana Airlines’ workers at a company board meeting scheduled next Monday.

The decision comes as Asiana Airlines, the smaller of the duo, is also set to hold its own board meeting on the same day to decide whether to sell its cargo business.

The EU antitrust regulators have raised concerns that Korean Air’s acquisition of Asiana may restrict competition in the markets for passenger and cargo air transport services between the EU and South Korea.

Unionized workers at Asiana Airlines have expressed opposition to such a move to sell off the cargo division, citing concerns of possible layoffs.

Korean Air plans to submit formal remedies to address such concerns to the European Commission (EC), the EU’s executive body, by the end of the month.

The two companies’ board meetings are expected to be watched closely by stakeholders and EU regulators, as it could potentially make or break the acquisition deal that has been pursued for the past three years.

An EC official involved with the review of the acquisition deal declined to comment on inquiries from Yonhap News Agency, saying “this is an ongoing investigation.”

Korean Air has received acquisition approvals from 11 countries, including Britain, Australia, Singapore, Vietnam, Turkey and China, and is awaiting decisions from Japan, the EU and the United States.

Yoon vows more scholarships for young Saudis wishing to study in S. Korea

RIYADH, President Yoon Suk Yeol pledged Monday to expand scholarships for Saudi Arabian youths wishing to study in South Korea, saying future generations are the driving force behind change and innovation.

Yoon made the remark during a speech in front of some 2,000 students at King Saud University, which came as the president is on a four-day state visit to the Arab kingdom.

“The Republic of Korea government will provide active support so that more Saudi Arabian youths can visit South Korea to learn the Korean language and experience Korean culture, and take part in education and research in various areas,” he said.

“We will also expand the government’s scholarship assistance for Saudi students who wish to study at South Korean universities,” he added.

King Saud University is the oldest university in Saudi Arabia, and Yoon was the first foreign leader to speak there, according to his office.

Yoon said the history between South Korea and Saudi Arabia goes back more than 1,000 years, and that the special partnership forged through infrastructure cooperation, including South Korea’s construction of highways in Saudi Arabia in the 1970s, served as an important stepping stone for South Korea’s economic development.

“South Korea and Saudi Arabia must be born again into first movers that develop and lead new areas,” Yoon said, claiming all countries that achieved remarkable growth through innovation respected creativity and diversity while cultivating talented people.

“The driving force that creates and practices change and innovation is all of you, the young people who are the future generation,” he added, noting Saudi Arabia is a young nation where 63 percent of the population is 30 years old or younger.

‘The Boys’ director says blending fact, fiction necessary to deliver message

SEOUL, Adding a completely new character to “The Boys” was necessary to make the based-on-a-true-story film more compelling, director Chung Ji-young said Monday.

“Some people call me the Ken Loach of South Korea. But I create more dramatic devices than (he does) to share my story with a wider audience,” Chung said at a press conference in Seoul. He referred to British director Ken Loach, who is famous for making films based on true events.

“The Boys” revisits a 1999 case in which three teenage boys were wrongfully convicted of robbery and murder in forced confessions.

The director made up the lead character, Hwang Jun-cheol, a newly appointed police investigative chief who tries to get justice for the boys.

“When I borrow a real-life story in my movie, I tend to use dramatic devices. But I leave the core story intact and don’t distort what happened,” the director said, adding that the fictional part was aimed at making the story more gripping and interesting.

In 2016, the three boys were exonerated of their robbery and murder charges through a retrial.

The director said he was compelled to make a film about the case, after witnessing no one was held accountable for the wrongful convictions that led to the imprisonment of the innocent boys.

“Powerful people pick on the weak when most people, who see themselves on the side of the weak, choose to stay silent” and do nothing about it, the director said.

“I wanted to reflect upon how our society views the weak,” he said, adding he hoped his audience would “reflect upon themselves whether they chose to remain indifferent and silent to the boys’ misfortune as if looking on a fire across a river.”

Since his directorial debut in 1982, Chung has made a number of films based on true events, including the courtroom drama “Unbowed” (2011) and the white collar crime film “Black Money” (2019).

His filmography, he said, demonstrates his “struggle to stay positive” and “to find hope” amid many tragic events that left many people, including himself, feeling a sense of helplessness and frustration.

“For me, making films is like checking on where we are now and how we have lived, and finding the right coordinates. That is my mission,” Chung said.

Unification minister meets U.S. civic group head to discuss N.K. human rights

SEOUL, South Korean Unification Minister Kim Yung-ho met with the leader of a U.S.-based civic group Monday to discuss ways of boosting cooperation on the improvement of human rights in North Korea, his office said.

During the meeting, Kim and Thor Halvorssen Mendoza, chief of the Human Rights Foundation (HRF), expressed concerns about China’s recent forcible repatriation of North Korean defectors and shared the need for the international community to work more closely to prevent such moves, according to the Ministry of Unification.

Earlier this month, human rights advocacy groups in South Korea claimed that China forcibly sent back around 600 North Korean defectors detained in the provinces of Jilin and Liaoning.

The ministry then confirmed that a “large number” of North Korean residents were repatriated, without specifying the figure.

The HRF chief said his organization is planning to hold its annual international Oslo Freedom Forum on human rights promotion in many locations in Asia as part of efforts to let more people know of the North Korean rights issues, the ministry added.

The conference is held in Oslo on an annual basis, with satellite events having been held mostly in the United States, according to the group.
