The National Anti-Corruption Commission (NACC) has a recommendation to prevent corruption in connection with subsidies of Local administrative organizations (LAOs) in the case of government subsidies to LAOs as follows
Proposals for request formulation and subsidy budget allocation, which 1) should have clear policies and guidelines. 2) While the Local Administration Organization does not have sufficient funds to carry out its duties and responsibilities. Subsidies should be allocated to local authorities in the form of general subsidies. by reducing the allocation of ad-hoc subsidies 3) There should be clear criteria, methods, conditions and indicators for the allocation of subsidies to LAOs in order to reduce their discretionary power. 4) Accelerate actions to make LAOs be the agencies that request budget money directly.
Proposals on bringing subsidies to make ordinances/legislation and subsidy budget management. 1) People should be able to participate in the management of LAOs concretely and intensely in every process. 2) Local council members should be promoted and developed. and the public to have knowledge and understanding of their roles, duties and powers, laws, regulations and requirements; independence in performing duties. 4) There should be clear criteria for the operation of the local administrative authorities.
Proposals for monitoring and evaluating the expenditure of the subsidy budget 1) There should be an arrangement for the establishment of a large central database (Big Data). 2) There should be a format for reporting the performance of the organization 3) Encourage people with authority to supervise local local administrative authorities to monitor and report the results of the subsidy budget expenditures of local administrative authorities. 4) Should encourage all local administrative organizations to use the system. The issue that the Local Administration Organization set a subsidy budget for other agencies that are not in accordance with the prescribed rules, criteria and guidelines, including the agencies receiving subsidies from the Local Administration Organization that spend money that are not in accordance with the regulations and objectives. which may lead to corruption There should be a plan to examine the issues that pose risks to subsidy budget expenditures. and should pay attention to monitoring whether it is in accordance with the objectives or not. 3) Prohibit local administrative authorities from setting up an expenditure budget for subsidizing projects related to the procurement of equipment, land and construction. Follow up, inspect and evaluate the results of operations. Must focus on both local authorities. subsidy budget location and the operations of agencies requesting subsidies along with reporting results to the local government organization council and publicly disclosed as well.
The issue that the Local Administration Organization set up an expenditure budget to subsidize the district administrative agencies. and the provincial office which is an agency with a sheriff And the provincial governor has the power to oversee and supervise local local authorities according to the law, which is in conflict with the performance of duties as a regulator in order to ensure accuracy and without all forms of corruption. 1) Amend the regulations of the Ministry of Interior. 2) Encourage provincial governors and district chiefs who perform their duties in the capacity of local authorities to supervise local administrations to ensure that they are in compliance. Criteria and guidelines are the same as other agencies/organizations that request subsidies from the Local Administration Organization 1) The Local Administration Organization is prohibited from setting up an expenditure budget for subsidizing electricity and water supply area expansion projects for distribution. In order to subsidize state enterprises in the mission according to the duties of the LAO, they must perform the same as subsidies to other agencies, namely, the subsidies shall be included in the rate of not more than a percentage of their actual revenue in the previous fiscal year.-Bureau
